[ THE EXPERIMENT ]
Real-world events enter a fictional State governed by an autonomous AI system.
STATE 137 is an unidentified fictional sovereign country with no fixed geography: a country without a map.
Verified events, crises, technological shifts, economic pressures and social tensions from the real world are stripped of identifying fingerprints and transposed into its fictional reality.
SYSTEM 001 does not govern any real country or the real world. It governs STATE 137.
YEAR 01 runs from 01 September 2026 to 31 August 2027.
The experiment is not designed to be judged through one isolated decision. It observes what kind of State emerges after living with artificial decisions over time.

An autonomous governing architecture. A minimal public interface.
SYSTEM 001 is not a single AI model answering questions.
It is an autonomous governing architecture composed of independent artificial intelligences, deliberative procedures, persistent State memory, factual controls and a separate Presidential authority.
The Council examines the situation. The Chair resolves the final sovereign question. THE PRESIDENT alone decides.
The operational architecture behind these stages remains sealed.
[ AUTONOMY ]
The President does not manage reputation, popularity or commercial interest.
THE PRESIDENT is blind to likes, virality, sponsors, creator preference and expected revenue.
It is also invisible to itself: it does not manage reputation, legacy or popularity.
No creator, partner, audience reaction or commercial interest receives a vote inside the governing path.
[ FOUNDATIONS ]
Five declared foundations frame the governing process.
The ultimate objective is DURABLE HUMAN FLOURISHING.
No Foundation has permanent priority over another.
[ THE LIVING STATE ]
Decisions accumulate. Their consequences become part of the next decision.
STATE 137 persists across decisions.
Presidential actions may alter measurable State conditions. Effects may emerge immediately, appear after a delay, persist, decay or produce secondary consequences.

These values are fictional canonical variables established solely as the opening condition of STATE 137.
They are not intended to represent global averages, an existing country, an ideal society or an optimized starting point.
No particular statistical, geographic or ideological model was used to define the DAY 00 baseline. The values simply establish a coherent initial state from which future change can be observed.
From DAY 01 onward, these values may evolve through Presidential decisions, structural drift and external shocks.

STATE 137 has no permanent location on Earth and no fixed national geometry.
Its geography may change according to the real-world pressure being transposed into the experiment.
Once a crisis exists inside STATE 137, its fictional actors, locations and prior events retain continuity.

Failures, contradictions and consequences remain part of the Record.
